Firstly a technology like cloning if would be implemented in public only when it has been ratified by the scientists and doctors all over the world. So health issues are not so big a concern because only when it has been proven to be medically safe will it be carried out in public. And secondly if science can duplicate a human being then it can surely alter its genes in such a way that it may not require the resources we need for our survival. So consumption of resources or health issues are not a concern. These are issued which can science can control and develop over time.
But the real threats of cloning are those which science cannot control.
The major threat that cloning possesses is the problem of identity. We are already living in times where terrorism is at its peak and the reason terrorism is getting the better of humanity today is because the identification of terrorists is a big problem. Cloning will only enhance this problem of identity crisis because instead of one now there will be multiple Daood Ibrahims or Osama bin Ladens. So even if today America guns down one Osama there will be another Osama in some other part of the world. The Governments of all countries across the world maintain a database of their criminals and this is very important for the national security of a nation and cloning will create cases of multiple identities and impede the maintenance of this database.
Moreover cloning would also impede the entire functioning of the justice system as whole. For eg:- My name if aayush and my clone is called aayush1 and another is called aayush2. If aayush1 goes and commits a crime in the first place it will create a variety of problems. The first problem will be the identification of which of my clones was actually there at the scene of the crime. How will the police determine whether it was aayush, aayush1 or aayush2 at the scene of crime as there will be no means of distinguishing between us.
Secondly even if the police catches the clone, then there will be the issue as to whether the court can pass a judgement against a clone. In the current scenario the laws are applicable on only humans and within the scientific community there is already a raging debate over whether clones should be considered humans are not and unless this issue is not settled no court can pass any judgement against a clone. Cloning will also lead to an increase in scams and fraud schemes again because of multiple identities.
The world can do without another Steve Jobs or an Albert Einstein but it surely can't put up with another Osama bin Laden or for that matter even with another scam or fraud or murderer or rapist.
